It encourages crime and make the area look squalid and run down.
 
An abandoned vehicle acts like a magnet to local youths. Low scale damage may occur initially, but this tends to lead to further vandalism and potentially firesetting.  If a vehicle is abandoned the Local Authority can have the vehicle uplifted.  The location and state of the vehicle will determine the timescale involved, which could be immediate.
 
The End of Life Directive came into effect in April 2002 and affects the disposal of vehicles.

What is the end of life directive?
This new directive came into effect in April 2002. It details information on safe disposal and depollution of vehicles. This responsibility is the duty of the last vehicle owner. On disposal of a vehicle, several harmful components must be removed and destroyed safely, before the removal of the vehicle from the national records of the DVLA. These components include the battery, tyres, vehicle operating fluids and catalytic converters.
 
New stricter depollution regulations have been imposed on scrap metal merchants in order to protect our environment. It is recommended that only merchants that conform to these are to be used.
 
Why it is so important to dispose of vehicles safely and not abandon them?
An abandoned vehicle is a serious fire hazard. All vehicles contain substantial amounts of flammable liquids for fuels, electrical and mechanical systems which aid easy ignition. The vehicle body itself can act as fuel to a fire.
 
When a vehicle burns, it emits a combination of toxic compounds into the atmosphere, which contribute to such problems as global warming. There is also a high risk that if a vehicle is set alight, the fire can spread to nearby properties, posing a potentially lethal risk to local residents.
 
Safe disposal is not only environmentally friendly but it also eliminates the risk of injury or fatality caused by abandoning vehicles.
