8. Fire Risk Assessment

8.1 Regulatory Reform (Fire Safety) Order 2005 requires a fire risk assessment to be carried out. It is the duty of the provider to carry out this assessment.
 
8.2 The key considerations of the fire risk assessment (for further information, please refer to the appropriate guide) are:
a) Identify the hazards;

Make a full inspection of the workplace and identify:-
  • Sources of ignition;
  • Combustible materials.
 
b) Decide who might be in danger from fire, in the workplace or while trying to escape from it, and note their location.
c) Evaluate the risks arising from the hazards and decide if the existing fire precautions are adequate or whether more should be done to get rid of the hazard or to control the risks (eg by improving the fire precautions).
d) Record the findings and action taken
 
Where five or more people are employed, the significant findings must be recorded (it is advised that all assessments are recorded irrespective of the five person rule).
 
You should be able to demonstrate from the records that:-
 
  • A proper check was made;
  • You determined who might be affected;
  • You dealt with all the obvious significant hazards, taking into account the number of people who could be involved;
  • The precautions are reasonable, and the remaining risk is low.
Note: The findings of the fire risk assessment must be communicated to all members of staff.
 
e) The risk assessment should be reviewed when:-
 
  • Changes have occurred i.e. increase in stock levels, increase/decrease in numbers of staff, changes in process carried on etc;
  • Where there is reason to believe the assessment is no longer valid i.e. near miss, fire in comparable premises, new information etc.
  • At the request of employee’s representatives;
  • On complaint;
  • Where a ‘young’ person is employed;
  • Annual, irrespective of the case of "no change".

8.3 Within the fire risk assessment, the following should also be recorded-
  • Date of initial risk assessment
  • Name of assessor
  • Date of review
